Phillip Jeffers

Founding Partner

Phill has extensive experience in master planning of residential, commercial and infrastructure developments. Bringing vast project and cost management experience to every aspect of each of his projects, Phill manages a team and is able to provide invaluable schedule and cost advice throughout the construction process from initial feasibility studies to final project close out.

His key skills include managing the team to meet the schedule and cost targets, setting robust project budgets and the negotiation of costs with contractors and subcontractors.

Having over 20 years' experience in the construction industry, he moved to London in 2004 and has since gained extensive experience in the London marketplace across numerous sectors including power generation, shell and core, residential, commercial office interiors, hotels and retail.

Leslie Zweistra

Founding Partner

As Managing Partner, Les is responsible for leading both the strategic direction of the firm and its day-to-day operations.

Les qualified as a Project Manager in 1992. He subsequently moved into the Development Management field and developed particular expertise in managing large, complex projects. His experience included a five-year secondment to the Far East and a period seconded to a UK Developer.

Les became a partner of Chelsea Construction Consultancy in 2019 and now leads the Project Management division.

Leading the firm’s strategy to consolidate its geographical footprint and refocus the business on its core markets in the UK, Les delivers the very highest service levels in the industry. His personal drive, enthusiasm and commitment, along with his proven ability to build and lead strong management teams, bring significant value to our clients and stakeholders.

Les leads Chelsea Construction Consultancy's programme for the next generation which helps to ensure that we remain focussed on attracting, developing and retaining the very best people and creating the future leaders for the built environment.
